Click on the link where it says "click here" directly under the italicized text. That should take you to the CSPAN2 page with the video.

yea it takes me there but there is no video on the page for me to view.

I think you need to get the RealPlayer plugin. Do a Google search for "RealPlayer" which should take you to their website where you can get it for free.
