HaloScan can only ban users based on their IP address. You should be aware that many ISPs assign a user a random ('dynamic') IP address every time they login to start surfing the web, with that in mind it can be difficult to successfully have a permanent ban.
You can add a ban based on either an IP range (which has three parts xx.xx.xx) or a specific IP address (which has four parts xx.xx.xx.xx).
Note: If you ban an IP range, you will ban everyone in that range, most likely people using the same ISP or from the same location. Ban IP ranges only in extreme circumstances.
